Government and Parliament | Collective Bodies | CIIS
CIIS is chaired by the President of the Council of Ministers and composed of the Ministers of Foreign Affairs, of the Interior, of Justice, of Defence, of Economic Affairs, of Finance and of Productive Activities. This body has the task of advising and counseling the President of the Council of Ministers on the framework and on the main objectives to be pursued within the intelligence and security policy.
Inter-Ministerial Committee on Intelligence and Security (CIIS)
ESTABLISHMENT
* Art. 2 law n. 801 of 24 October 1977, «Establishment and regulations of the intelligence and security services and discipline of State secret». Regulations for the definition of the organization and the functioning of CIIS are contained in the Decree by the President of the Republic (D.P.R) n. 756 of 20 December 1994.
COMPOSITION
* Chaired by the President of the Council of Ministers;
* Composed of the Minister of Foreign Affairs, of the Interior, of Justice, of Defence, of Finance and of Productive Activities;
* The President of the Council of Ministers can invite other Ministers, the Directors of the Services, civil and military authorities and experts to participate in the Committee's meetings;
* The role of Secretary is performed by the Secretary General of CESIS.
FUNCTIONS
* Advising and counseling on the framework and the main objectives to be pursued within the intelligence and security policy. (art. 2 law 801/77);
* Providing binding advice on regulations regarding:
a. the strength of the staff of the office of the General Secretariat of CESIS and of the Services;
b. the legal and economic status of the staff;
c. the cases and procedures for the return of civil servants to their parent bodies;
d. the cases and procedures for the transfer of directly recruited personnel to other government bodies.
* Proposing to the President of the Council of Ministers the allocation of funds to be turned over to the general Secretariat of CESIS, to SISMI and to SISDE, for their organization and operation expenses as well as of secret funds (art. 19 law n. 801/77);
* Advising on the nomination and the removal of the Secretary General of CESIS (art. 3 law n. 801/77) as well as of the other civil servants, also subject to this law;
* Providing binding advice on the nomination of the directors of SISMI and SISDE and of the other civil servants also subject to these regulations (art. 4 and 6 law n. 801/77);
* Advising on the possible confirmation, beyond the age limit for retirement, of the Secretary General of CESIS, of the directors of the Services and of their deputies;
* Advising on any other subject the President of the Council of Ministers believes should be brought to his attention.
